Center for High Technology Development is a non-productive agency established by the Government, it is directly under Vietnam Academy of Science and Technology. In addition to the duties of managing, exploiting Technology testing Areas, Research and Technology deployment Area under VAST, the Center also has important duty of holding the activities of nursing, research, development, pilot production and high technology transfer.

The position and role of Center for High Technology Development in science and technology research system of VASTare bridge among scientific and technological researchers and manufacturers to select scientific and technological research results having high feasibility and reality, nurse, research, develop, manufacture for trial and put into application in production reality, life, security and national defence of our country, it is shown on the following diagram:

1. General objectives

Build the Center for High Technology Development to become a unit for nursing, development research, pilot production and high technology transfer of Vietnam Academy of Science and Technology reaching advanced knowledge at least in one of three following technology fields: Biopharmaceutical and biomedical technology, advanced material technology, Environment and energy saving technology. 

2. Fields of research, nursing and development

Biopharmaceutical and biomedical technology

• Technology of processing natural products of Vietnam used as supplementary food and medicine having effect of supporting, treating, improving the community health.
• Technology of manufacturing biological finished products for stimulating the growth of crop plants in agriculture, forestry. Manufacturing microbiological fertilizer.
• Technology of processing and preserving agricultural products after harvesting.
• Technology of manufacturing biological products for diagnosing disease of human and animal.
• Building DNA library of Vietnamese people, opening the direction of deploying, applying DNA identity card of Vietnamese people.

Advanced material technology

• Technology of polymer composite material and nano rubber with special characteristics.
• Technology of metallic and nonmetallic materials with special characteristics
• Technology of fine processing of mineral sources.

Environment and energy saving technology

• Technology of manufacturing biological decomposition polymer and related products from agricultural waste.
• Technology of manufacturing biological finished products to improve polluted or degenerated soil region.
• Technology, solution of treating, recycling industrial waste causing environmental pollution.
• Power saving technology and LED lighting technology.

3. Some main targets expected to achieve to 2020

     To 2020 Center for High Technology Development is expected to achieve some main targets as follows:

Building potential

• Building at least 03 strong research teams to implement the subjects, projects at Ministerial level, State level and ODA projects under the determined direction of research, nursing, development and high technology transfer of the Center.
• Completing the construction of infrastructure (house, working room, station, testing camp) of Northwest Technology Development Center in Viet Tri city - Phu Tho province
• Completing the construction and exploiting efficiently Electronic Mechanical Workshop at Co Nhue Testing Area - Hanoi.

Research, nursing, development, pilot production and technology transfer

+ Implementing the projects, subjects organized the implementation by Center for High Technology Development, in which there are key Project at level of Vietnam Academy of Science and Technology: “Researching, developing technology and special-purpose materials applied in security - national defence”; ODA project sponsored by Global Environment Fund and United Nations Development Program (GEF/UNDP): “Developing and promoting LED technology for common lighting in Vietnam”; Project “Application  research and production development of biological finished products used for agriculture to protect, increase productivity and quality of crop plant under the direction of green agriculture development” under the Project “Fostering innovation through research, science and technology - FIRST” (WB).

• 10 new products under high technology fields will be nursed, developed, manufactured at pilot scale and put into application in production, life and security - national defence.
• 10 invention and useful solution patents.
• 50 articles will be posted on magazines, Collection of national and international science and technology Conference, Workshop, in which there will be at least 10 articles posted on international magazines.
• 01 to 02 science and technology enterprises will be established (spin off type).

4. Duty of nursing, researching and developing technology

      To achieve the objectives and targets stated above, Center for High Technology Development from now to 2020 will further implement the following duties:

• Building and developing the infrastructure, advanced, modern equipment to meet the requirements of nursing, development research, pilot production and technology transfer.
• Inviting good scientists and technologists having prestige, high professional knowledge inside and outside the country to participate in the work of consulting, opposing, supervising the construction and implementation of subjects and projects of the Center;
• Supplementing, strengthening the force of young scientific and technological cadres having good professional knowledge for Laboratories, Research Centers, Mechanical - Electronic Workshops, Pilot Production Workshop of Center for High Technology Development.
• Combining with research institutes under Vietnam Academy of Science and Technology, Universities, deployment research units, domestic and foreign production foundations to select scientific and technological research results having high ability to apply to reality for nursing and development research; Having suitable policy to exploit and use human resources, material facilities and modern equipment of above foundations.
• Building, organizing the implementation of domestic and international subjects and projects
• Organizing pilot production of high technology products at pilot scale and technology transfer.
• Supporting the selection, intellectual right registration, technology popularization and product popularization
