THE ESTABLISHMENT AND DEVELOPMENT OF CENTER OF TECHNOLOGY DEVELOPMENT ASSISTANCE AND SERVICES

In 2008, the infrastructure of Nghia Do Pilot Technology Zone Nghia has been basically completed in the first phase and put into operation of three buildings with a total land area of about 13,000 m² and floor area of 10,000 m². In this time, the Vietnamese Academy of Science and Technology assigned to Academy Office as a temporary management unit of Nghia Do Pilot Production Zone while preparing the necessary conditions for the establishment of a management unit of pilot production zones and implementing the tasks of developing science and technology in the technology zone.

On January 15th 2009, the Chairman of VAST signed Decision No. 34/QD-KHCNVN on the establishment of Center of Technology Development Assistance and Services and Decision No.35/QD-KHCNVN in promulgating regulations on organization and operation of Center of Technology Development Assistance and Services. The Center is assigned with 06 following main tasks:

- To manage, exploit and implement the planning of Pilot Production Zones of Vietnam Academy of Science and Technology, especially for Nghia Do Pilot Technology Production Zone.

- To implement activities of technology incubation, testing, development and deployment for units directly under the Vietnam Academy of Science and Technology in pilot technology zones.

- To cooperate and link to domestic and foreign countries and provide consulting services to exploit and develop technology.

Since its establishment, the Center has quickly stabilized organizational structure; enhanced and upgraded the infrastructure; promulgated regulations, principles and other necessary documents for managing Nghia Do Pilot Technology Production Zone; and fulfilled tasks as assigned to develop technology.

During nearly four- year operation, the Center has striven to become a strong management unit. CTD has gathered and cooperated with many scientists and specialists. Furthermore, it has incubated and deployed the orientations of science and technology development which make a great contribution to society.  Currently, Nghia Do Pilot Technology Production Zone is considered as the most typical technology incubation zone of VAST with modern and well-equipped facilities. Moreover, the Center is actively preparing for technology zones such as: Technology Research and Deployment Zone in Co Nhue, Thanh Loc Technology Research and Deployment Zone, Technology Research and Deployment Zone of VAST in Lang-Hoa Lac Hi-tech Zone.

In addition to the management and assistance activities for units specialized in technology research, pilot production and development, the Center has directly implemented activities of technology researches and incubation with great achievements. In a short time, the Center has implemented a variety of subjects and projects from basic level to Ministry-level and State-level. Some projects and subjects conducted by Center of Technology Development Assistance and Services are significant to social demands. For example, Project: “Pilot production of high-efficient lighting products on the basis of the technical application of power factor correction (PFC), a super-bright LED technology and dimming technology” assigned by the Chairman of VAST; Project “Assisting pilot production of commercial high-capacity LED used lighting products” assigned by Ministry of Industry and Trade; VAST-level Independent Subject: “Research, design and manufacture of the equipment and blending technology of automatically concentrated blood filtration  for artificial kidney treatment”… Those above projects have made a great contribution to practical demands of society.

To develop the incubation and further cooperation on science and technology and take advantage of available resources and equipment, the Center has signed Cooperation Memorandum of Understanding to units (Research Institutes) under Vietnam Academy of Science and Technology and other socio- economic institutions…Thanks to mutual cooperation, hi-tech and scientific products are produced.  Thereby, it is an advantage of promoting the strengths of each unit and creating socio- economic performance for society and increasing the income of employees. Although some researches and experiments are considered as only theories, thanks to the Center’s technology research cooperation and deployment, they have become useful projects and subjects to produce technology products which are significant to meet social demands:

- Subject "Study and application of a number of bio-derived waste products in the cultivation of tea, coffee, pepper towards sustainable development in the Central Highlands” - under Central Highlands Program 3- is conducted by Center of Technology Development Assistance and Services, ITC and Institute of Biotechnology .

- Protocol on Cooperation with Japanese partners: "Research and deployment of manufacturing technology for Polylactic Acid (PLA) self-biodegradable polymer from Vietnam agroforestry waste products” is conducted by Center of Technology Development Assistance and Services and Kyushu Techonology Institute.

- Application and implementation of manufacturing LED Technology used lighting products: in cooperation with Rang Dong Light Source and Vacuum Flask Joint Stock Company (RALACO), Kim Dinh Green Energy Joint Stock Company, New Technology Application and Tourism One- member Company Limited, etc...

In 2011, the Center has incubated variety of technology development directions as follows:

- To research, design and manufacture remote control system (Supervisory Control and Data Acquisition - SCADA) for small and medium hydroelectric plant (Cooperating with SCADA- Vietnam).

- To study biological finished products used for tea and lychee in Northern provinces (Cooperating with ITC Institute).

- To research materials and manufacturing technologies to produce thermal control unit for energy saving and eco-friendly LED lighting.

- To research and manufacture a device to measure density of  foundation soil thanks to gamma radioactive sources.

- To research the manufacturing technology of solar battery, light-sensitive dye based on titanium dioxide (TiO2) electrode.

- To study the processing technologies to process slagged ash from thermal power plants specilized for desulfurization into activated carbon and construction materials.

- To research the processing technologies to process plaster residue  for DAP Dinh Vu Factory in Hai Phong Province into an additive for cement.

- To research and manufacture bulletproof armor by ​​using carbon nanotubes produced by the Vietnam Academy of Science and Technology.

Thanks to a series of management and professional activities, Center of Technology Development Assistance and Services has supported units effectively. The Center has established a board of scientists such as Science Council of Institutes including experts and specialists in the fields of Electronics, Biology, Chemistry, Materials, Environment, etc.) to consider and consult for the Center about the practical development orientation of science and technology.  Thereby, it has deployed activities of incubation and recommended specific plans to each subject. This function is highly appreciated by the units, collectives and scientists because it inspires scientists and specialists to conduct their scientific ideas successfully.

With many years for research and development, together with modern facility and infrastructure preparation, Center of Technology Development Assistance and Services, formerly known as Pilot Technology Zones) has strongly developed and made a great contribution to the science and technology development.  Furthermore, it has trained the highly-qualified and professional staff and specialists in the fields of management and research to fulfill technology and science tasks and projects. Certainly, the Center's prestige and reputation is popularly known not only in Vietnam but also in foreign countries.
