Mutual Cooperation in Peaceful Use of Nuclear Energy, Nuclear Nonproliferation and Nuclear Security

On 20 November 2012, Ministry of Science and Technology (MOST) in collaboration with Ministry of Industry and Trade (MOIT) and Ministry of Education, Culture, Sport and Science and Technology of Japan (MEXT) have organized the Conference on “Mutual Cooperation in Peaceful Use of Nuclear Energy, Nuclear Nonproliferation and Nuclear Security, and Future Development”. Vice Minister of Science and Technology Le Dinh Tien came to attend and address opening speech.

Attending the Conference are also Mr. Yasuaki Tanizaki - Ambassador of Japan to Vietnam, Mr. Hideki Namba - Executive Director of Japan Atomic Energy Agency (JAEA), delegates from IAEA, Japanese and Vietnamese relevant organizations.

In his opening remarks, Vice Minister Le Dinh Tien said, Vietnam has made decision to pursue nuclear power program to ensure energy security, in order to undertake the policy on energy diversification and sustainable energy development. As a nation embarking nuclear power programme, Viet Nam is focused on preparing the infrastructure needed for the safe and secure implementation of nuclear power, including the necessary laws and regulations, capacity-building for our nuclear regulatory body, appropriate technical support organizations, and opportunities for increased international cooperation.

He affirmed, Viet Nam’s consistent view is to solely utilize nuclear energy for peaceful purposes and ensuring safety and security at the highest level, especially after the events at the Fukushima Dai-ichi Nuclear Power Plant.

Speaking at the Conference, Mr. Hideki Namba - Executive Director of JAEA appreciated active efforts of VN in participation in relevant international conventions and treaties and recently ratification of AP. He emphasized peaceful use of nuclear energy, nuclear nonproliferation and nuclear security is not only effort of nuclear organizations but also relevant ministries, bodies, press organizations, …

The Conference took place with 4 sessions on peaceful use of nuclear energy in VN, cooperation between VN and Japan in the nuclear security field, in safeguards field and future cooperative relationship in the field of nuclear nonproliferation and nuclear security between VN and Japan.

The Conference is an opportunity to share for Viet Nam’s and Japan’s experts and regulators to share valuable knowledge and experience obtained from the practice in utilizing nuclear energy for peaceful purposes, ensuring nuclear safety, security and non-proliferation, which in turn will contribute to mutual understanding and cooperation between the two nations.

The Conference took place with 4 sessions on peaceful use of nuclear energy in VN, cooperation between VN and Japan in the nuclear security field, in safeguards field and future cooperative relationship in the field of nuclear nonproliferation and nuclear security between VN and Japan.

The Conference is an opportunity to share for Viet Nam’s and Japan’s experts and regulators to share valuable knowledge and experience obtained from the practice in utilizing nuclear energy for peaceful purposes, ensuring nuclear safety, security and non-proliferation, which in turn will contribute to mutual understanding and cooperation between the two nations.

In April 2010, Viet Nam announced our support to the Global Initiative to Combat Nuclear Terrorism, and joined the Convention on Nuclear Safety. In September 2012, Viet Nam acceded to the Convention on Physical Protection of Nuclear Material, and ratified the Amendment of this Convention and the Additional Protocol, which we believe is an important component of the nuclear non-proliferation regime. Furthermore, Viet Nam actively participated in and productively contributed to the success of the First and the Second Nuclear Security Summits (in Washington DC. the USA, April 2010 and in Seoul, Korea, March 2012). VN also accomplished the full core fuel conversion for Dalat Nuclear Research Reactor and will return all spent HEU fuel assemblies to Russia in 2013.
